Phase 1 Phase 2 Phase 3

Phase 1 (2016)

We recruited stakeholders to analyze the problem, created a beginning set of system elements, and began considering a framework for a Detroit community development system.

Phase 2 (2017-2018)

We formed an Advisory Council, conducted extensive research resulting in a specific set of challenges and created Task Forces to respond to those challenges and develop test-projects for most of the elements.

Phase 3 (2019-2020)

Stakeholders will champion elements of the system, working closely with CDOs and GROs, by “test-piloting” project ideas:

  • Coordination of Capacity Building Services
  • Community Development Career Navigation Model
  • Neighborhood Vitality Success Framework
  • Neighborhood Voice and Advocacy Framework
  • At least two city-CDO funded partnerships

Simultaneously we will:

  • Activate the System Capitalization element
  • Establish a governance/oversight structure
  • Develop a process to resolve CDO coverage for all neighborhoods

Across the state, there is currently an extreme shortage of affordable housing for all individuals – but the impact of this is especially detrimental for low-income households. As a result, many cost-burdened individuals are sacrificing necessities, such as healthcare and food, to avoid eviction. As we emerge from the COVID-19 pandemic, what housing resources are needed to ensure safety and accessibility for all communities? 

In our third and final Summer of CEDAM webinar, The opportunity is now: Investing in immediate and long-term affordable housing solutions,” we’ll unpack how the affordable housing crisis is impacting Michigan communities, and how we can strategically advocate for affordable housing funding and resources. Mercedes Brown, Michigan director at the Corporation for Supportive Housing (CSH), and Rep. Joe Tate will join us to share their experiences at the organizational and legislative levels. Join us Monday, August 16 at 10am EST.

The Summer of CEDAM is a monthly series to spotlight our 2021–22 policy priorities: community economic development, economic inclusion, and affordable housing. These priorities were identified through stakeholder groups and member surveys, and guide our advocacy efforts, shape our coalitions, and help mobilize our partners and members. The series features three virtual conversations and an in-person wrap-up event to hear from legislators about the opportunities to move these community development policy priorities forward, as well as from our members who can provide insight to their work and the needs of their communities.

2021 Low Income Housing Tax Credit Training

Each year, CEDAM hosts the Low Income Housing Tax Credit (LIHTC) training to help CEDAM members and other affordable housing developers and stakeholders prepare strong affordable housing project applications. Join CEDAM and our partners August 25, 2021 as we discuss the significant change to the 2022–23 Qualified Allocation Plan (QAP). During the event we will:

  • Discuss changes to the QAP, including the updated scoring system
  • Hear from equity investors about credit pricing, income averaging, 4/9% hybrid deals, and more 
  • Answer your LIHTC application questions
