Phase 1 Phase 2 Phase 3

Phase 1 (2016)

We recruited stakeholders to analyze the problem, created a beginning set of system elements, and began considering a framework for a Detroit community development system.

Phase 2 (2017-2018)

We formed an Advisory Council, conducted extensive research resulting in a specific set of challenges and created Task Forces to respond to those challenges and develop test-projects for most of the elements.

Phase 3 (2019-2020)

Stakeholders will champion elements of the system, working closely with CDOs and GROs, by “test-piloting” project ideas:

  • Coordination of Capacity Building Services
  • Community Development Career Navigation Model
  • Neighborhood Vitality Success Framework
  • Neighborhood Voice and Advocacy Framework
  • At least two city-CDO funded partnerships

Simultaneously we will:

  • Activate the System Capitalization element
  • Establish a governance/oversight structure
  • Develop a process to resolve CDO coverage for all neighborhoods

Our Stakeholders

The core partners are the initiators of the BECDD process, and have since become part of the Phase Three BECDD Governance Team. Our stakeholders comprise representatives from ground‐level CDOs, GROs and their partners in the government, philanthropy, academic, civic and business sectors. These stakeholders have engaged in our process in a variety of ways — on our Steering Committee, our  Advisory Council; or as participants in our Kitchen Cabinets (2016), Planning Teams (2017), Task Forces (2018), Stakeholder Forums (2019) or our Annual Summits. Core Partners

Community Development Advocates of Detroit, Lawrence Technological University and Michigan Nonprofit Association were our three core partners and initiating sponsors.

Representatives from these organizations served as our de facto board of directors,” guiding our process and supporting the day‐to‐day BECDD staff of two. As our system developed, our core partners’ role pivoted from guiding the process to serving on the community development system’s coordination/oversight entity with other stakeholders.

Community Development Advocates of Detroit (CDAD)

For 20 years, CDAD has served as a key entity supporting community development in Detroit. CDAD’s 2008–2010 thought-leadership played a critical role in helping to develop the original thinking and strategies to create an equitable community development system in Detroit.

Lawrence Technological University (LTU)

LTU was our academic partner, ensuring our research was comprehensive, complete and applicable. Our work with LTU also is helping to create a pipeline of leaders that includes academic tracks for community development. 

Michigan Nonprofit Association (MNA)

MNA is a statewide membership organization dedicated to serving the diverse nonprofit sector through civic engagement, capacity‐building, data and technology, training and advocacy. MNA has played a crucial role in helping us create the system for building the capacity of Detroit CDOs and GROs.


BECDD Steering Committee

At the beginning of 2019, the Core Partners and Advisory Council members made a decision to morph together into a new body of 15 organizations representing our broad diversity of stakeholders called the BECDD Steering Committee” (BSC).   This group will oversee the last two years of the BECDD system-building process,  work with experts to design and launch the overall system coordination structure and process, shepherd and help integrate the test projects” that were developed out of the 2018 Task Forces and work with the two complementary task forces to finalize the long-term system capitalization strategy.

BECDD Stakeholder Forum

Comprised of representatives from ground-level CDOs, GROs and their partners in the government, philanthropy, academia, social justice/civic sector, policy makers and business, the open-invitation Stakeholder Forums” are a regular series of events held around the City, where the BECDD Implementation Teams report on progress and seek advice and insight; and important-but-challenging topics related to our neighborhoods are openly discussed. This regular feedback is helping to inform the BSC in their decision making.

BECDD has two full-time professional staff and a group of consultants who provide research advice and counsel.

Maggie DeSantis, Initiative Manager

Maggie is a lifelong Detroiter with 40 years experience in community development. She founded and led the Warren/Conner Development Coalition (now Eastside Community Network) from 1984 to 2016. Prior to that, Maggie served with New Detroit, Inc. and the Neighborhood Service Organization. Maggie is a graduate of Wayne State U

niversity, Central Michigan University and the Development Training Institute. Maggie is a Detroit Building Authority and Detroit Brownfield Redevelopment Authority Commissioner, and a member of the Eastern Market Development Corporation Board of Directors.

Lauren Boone, Project Manager
Lauren hails from Brooklyn, New York, and has made Detroit her home since 2016. With a 2016 Masters Degree in Public Health from University of Michigan, Lauren is the founder of a youth program in Detroit (“The Calmplex”), serves on the board of Urban Neighborhood Initiative and has been a project manager for several initiatives in the Ann Arbor/Ypsilanti area.
