Phase 1 Phase 2 Phase 3

Phase 1 (2016)

We recruited stakeholders to analyze the problem, created a beginning set of system elements, and began considering a framework for a Detroit community development system.

Phase 2 (2017-2018)

We formed an Advisory Council, conducted extensive research resulting in a specific set of challenges and created Task Forces to respond to those challenges and develop test-projects for most of the elements.

Phase 3 (2019-2020)

Stakeholders will champion elements of the system, working closely with CDOs and GROs, by “test-piloting” project ideas:

  • Coordination of Capacity Building Services
  • Community Development Career Navigation Model
  • Neighborhood Vitality Success Framework
  • Neighborhood Voice and Advocacy Framework
  • At least two city-CDO funded partnerships

Simultaneously we will:

  • Activate the System Capitalization element
  • Establish a governance/oversight structure
  • Develop a process to resolve CDO coverage for all neighborhoods

The Aspen Institute’s Job Quality Tools Library

In this moment of reckoning, as Americans take to the streets to condemn structural racism, many organizations are reflecting, learning, and taking much-needed steps to prioritize racial equity in their work. Systemic racism and discriminatory practices have led to an over-representation of Black and Latinx workers in precarious jobs that offer low wages, few benefits, and little chance of advancement. Leaders across fields are actively seeking racial equity tools and resources to help them adapt their practices, influence employers and public policy, and work to address the root causes of this crisis.

Last month, The Aspen Institutes Economic Opportunities Program released their Job Quality Tools Library, a website to support organizations as they engage in practical action to improve jobs. The Library compiles more than 20 tools and resources explicitly focused on racial equity and inclusion. Their dedicated page on Equity and Inclusion includes tools that leaders can use as a starting point to evaluate and address a range of employment practices and policies, from organizational self-assessments to racial equity impact analysis tools.

We have also included racial equity tools across all sections of the library, reflecting our belief in the importance of centering equity in all efforts to improve job quality – as well as our conviction that job quality and equity are mutually reinforcing.
