Senate GOP releases HEALS Act funding — advocacy needed
On Monday night, the Senate Republicans released their plan for the next stimulus package. The $1 trillion stimulus includes:
- An extra $200 per week in unemployment insurance until the beginning of October, when states would switch to a new system in which workers would be paid 70% of prior earnings
- A second $1,200 economic impact payment, as well as $500 for each dependent with no age cap on the extra payment
- $105 billion for education
- A liability shield to protect businesses, universities, schools, and hospitals from corona-related lawsuits
- Another round of funding for the Paycheck Protection Program
Unlike the HEROES Act passed by the House in May, which included almost $200 billion in additional funding for housing and homelessness programs, the Senate GOP proposal does not include:
- Emergency rental assistance
- A moratorium on evictions
- Resources to prevent outbreaks among people experiencing homelessness
- Additional resources to ensure housing security
- Funding for state and local governments (but does allow municipalities and states to use an existing $150 billion pot of funds — approved as part of the last coronavirus relief bill — to plug budget holes
