Phase 1 Phase 2 Phase 3

Phase 1 (2016)

We recruited stakeholders to analyze the problem, created a beginning set of system elements, and began considering a framework for a Detroit community development system.

Phase 2 (2017-2018)

We formed an Advisory Council, conducted extensive research resulting in a specific set of challenges and created Task Forces to respond to those challenges and develop test-projects for most of the elements.

Phase 3 (2019-2020)

Stakeholders will champion elements of the system, working closely with CDOs and GROs, by “test-piloting” project ideas:

  • Coordination of Capacity Building Services
  • Community Development Career Navigation Model
  • Neighborhood Vitality Success Framework
  • Neighborhood Voice and Advocacy Framework
  • At least two city-CDO funded partnerships

Simultaneously we will:

  • Activate the System Capitalization element
  • Establish a governance/oversight structure
  • Develop a process to resolve CDO coverage for all neighborhoods

From CEDAM Executive Director, Luke Forrest: Our 2019 Annual Report is now online! While our lives look quite different than they did one year ago, I am proud of the ways in which we laid a solid foundation for the work we are continuing in 2020 and beyond. 

We did this through refining, and reorienting our work around, our strategic plan goals, hiring a consultant to help us articulate and amplify our commitment to diversity, equity, and inclusion—both internally and externally—and by building our members’ capacity through continued advocacy, training, and programs.
Today, as I reflect on the world wide racial justice movement, which may be the largest movement in U.S. history, it is clear that our collective work is as important as ever. Housing security, community safety, access to food and water, education, economic opportunity, asset-building—issues to which CEDAM members are deeply tied—are all critical to achieving racial equity.

CEDAM’s commitment to centering DEI in our work is an important step, but we know there is much more to be done. This moment requires continued and serious reflection: Are we addressing root causes of racial inequity? Are we changing systems that harm marginalized communities? What does this program achieve? CEDAM is continuing to ask difficult questions, and we want to provide space for our members to have these discussions as well.
